Place the chicken lollipop pieces in a large bowl and add the ginger paste, garlic paste, chili garlic sauce, soy sauce, vinegar, ketchup, Kashmiri chili powder, black pepper, and salt. Mix thoroughly so every piece is well coated.
Cover the bowl and refrigerate for at least 30 minutes to let the chicken absorb the flavors. For deeper flavor, you can marinate it for several hours.
Just before frying, add the all-purpose flour, cornstarch, and egg to the marinated chicken. Mix well until each piece is covered in a thick, sticky coating. Add a little cold water only if the mixture feels too dry.
Heat the oil in a deep skillet or kadai over medium heat. The oil should be hot but not smoking, as the chicken needs time to cook through without the coating burning.
Carefully place the chicken lollipops into the hot oil in batches. Fry over medium heat for about 10 to 12 minutes, turning occasionally, until the chicken is cooked through and the coating is crisp and golden.
Increase the heat slightly during the final few minutes to give the coating a deeper golden color and extra crispness. Avoid frying on high heat from the beginning, as the outside can burn before the chicken cooks through.
Remove the fried chicken lollipops with a slotted spoon and drain on paper towels. Serve immediately with ketchup, chili sauce, or your favorite dipping sauce.
